Minnesota Highlights
- Minnesota, Wisconsin, Massachusetts, New Hampshire, and Iowa had the top performing public elementary and secondary schools in the nation, as measured by several standardized tests.
- In 2003, 40 percent of high school graduates took the ACT Assessment test, with a national average score of 20.8. The ACT is the primary test taken in 25 states. In 2003, only three of those states had average ACT Assessment scores of 22 or greater: Wisconsin (22.2), Minnesota (22.0), and Iowa (22.0).
