It used to be local government’s primary role in education was to create and refine funding mechanisms, most often property or real estate taxes, but efforts to improve equity — the right of all children to have equal access to educational resources no matter where they live — have led to an increased state role in education funding (not necessarily increased dollars, just a greater percentage of the source of dollars).
