The traditional mission of public schools has been to prepare our nation's young people for equal and responsible citizenship and productive adulthood. 

Today, we reaffirm that mission by remembering that democratic citizenship and productive adulthood begin with standards of conduct and standards for achievement in our homes and our schools.

It's easier to talk about rights than about responsibilities, but rights become an empty notion without the responsibilities necessary to uphold them. School staff alone cannot improve discipline and raise academic standards.

We are asking teachers to perform at unprecedented levels.  This is a daunting task that requires a concerted effort on the part of every member of our community.
